As the modern sociaty develops, internet has become the necessary factor of human's lives, and whether government should collect citizens' money of internet or not is an issue to discuss. That's where the controversy begins, some believe that government must take money in case the system is abused, but I think otherwise. 
Firstly, the internet is benefiial for people for the reason that they are able to log on the system and browse through many websites to get more information. Nowadays, people are likely to get the up to date news on internet so that they can know much more  abundant knowledge. When people get the rights to go through the internet, it's extremely convenient for them to be educated, provided that they have academic issues to solve. Moreover, there's no need to go outside and buy books or resources in the library since they can simply search through the internet. It's government's respondibility to set free internet since that would be more easily to get education and it helps to creat a new stage for civilians to study as well as conmmunicate with abroad broadly.
Secondly, when people pay part of their income to government as texes regularly, they have already get their rights to surface online. There is no doubt that people should be able to have the free websites which are provided by the government. For instance,  As soon as people pay taxes for government, government needs to pay some stuff back otherwise people may feel stressed when they cannot afford to get study or significant resources or log on to internet. That is one important reason for giving civilians free websited of internet.
All in all, in my point of view, internet is as essential as those facilities that are being provided by the government while it must be free for people for the fact that it could give people plentiful amount of educational resources, and people need them due to the taxes they have paid.
