The reading passage talks about the reason of why the new strict low is unnecessary. However, the professor in the lecture disagree with the idea of the writer from three different aspects. 
Firstly, the writer believes that the current law and regulation is efficient enough. On the other hand, the professor says that the law is not sufficient enough. She gives a example of liner, she gives a point that only build a liner is just for a new factory, for the factory which have already existed, that is not enough. Some factory still send their dirty water in to drink water resource. 
Secondly, the author claims that new strict rules for storing and handling coal ash might cause discourage the recycling of coal ash. However, the professor thinks that is not true. She gives the example of another pollution-chemical. In past 50 years that chemical recycle faced a serious of strict and safety recycle law and all citizen agrees with it and there is no negative effect on those recycle business. So she think the coal recycle strict law is same.
Last but not least, the writer thinks that strict law might cause the increase of the price of electricity. The professor declare that although the total amount of money is enormous, but on average the price of each house only increase 1 persent
