In the lecture, the woman said the US government should create new and stricter rules for handing and storing coal ash, there are reasons for her opinion. 
First, the coal ash will cause significant effect on the environment and if the power companies did not treat the coal ash stricter, the coal ash will get underground and cause problems for the environment.
