After you burn coal the coal will create a kind of chemical called as coal ashes, Coal ashes is very harmful to our environment and to our body. So government makes regulations about burning coal to "protect" our environment, companies who burns coals have a different point of view about burning coal, they thought that the regulation about burning coal is unnecessary. Here are 3 point of view that they have.
First of all, companies thinks that the regulation environmental regulation already exist, companies use a special material that prevent the soil form harm of the coal ashes .
Second, companies discovers that the regulation make coal ashes to  be un-recycled, these coal ashes that formed after burning coal can be used in different ways for example: coal ashes can be used in buildings, so we do not need a lot of other products for the building and we can use recycle coal ashes.
At last, companies find out that the regulation may increase the cost that the factory is going to burn coal, that will forced the company to increase the cost of the coal. That will make people pretty unhappy
Therefore companies think that the regulations that the government made is unnecessary.
