On discarding coal ash, a pollutant generated from burning coal in power plants, the newer and more strict regulations are strongly required. There are three major reasons, in contrast with the 3 ideas people hold on not having new regulations. 

First, although there are existing regulations limiting the processing of coal ash, the present regulations rule only new plants built by power companies but not old ones, and the old ones have already caused great damage on environment in means of leaking pollutants.
