The woman argues that stricter regulations for handling and storing coal ash should be made for three reasons.below.
    First ,although companies think that the regulation exist is enough and great , the woman in the lecture hold the view that the regulations such as requesting for using liner are only suitable for new landfill or ponds , the older landfills are leaking harmful chemicals into waters and may effect drinking water . New regulation should restrict both new and old devices ,and  it is not good enough now.
     Second,she thinks that stricter regulation will not affect the recycling coal ash. Consumers will continue to buy products made from coal ash .Ans she provide an example that similar to coal ash. The strict regulation of that material didn't affect the recycle of it ,and the result has been proved to be successful for 50 years while no concern of it has been proposed.
      Third,the cost of making new regulation may lead to is worthy . Besides ,as only 1 percent of the 15 billion dollars will be paid by people, it is very acceptable to make a new regulation. in order to make the environment clear.And it is not like what companies said would not be welcome by general public.
