Government are planning to create much stricter regulations for handling and storing coal ash .
some power companies doubt about the effects which the  regulation will make .first ,the regulation had already exist.for example,the use of liner to stop the coal ash leak into the soil.but the regulation did not ask the companies to use liner in every new pond they build,so some people still thinks it is very important to create a new regulation .second ,some power companies thinks the strict rules for storing and handling coal ash might discourage the recycling of coal ash into other product.but actually the regulation does not discourage this .third,the power companies are worry about the increasing cost of the power would not be welcomed by the general public.but actually the price would not increase much:only 1 precent
