The reading and listening material have a debate on a waste product called coal ash that contains harmful chemicals.The writer claims that creating new regulations is unnecessarry and may have negative results, which is rebutted by the following lecture.
  Firstly, the writer argues that effective regulations actully exist. However, the speaker cast doubt on the sufficiency of the regulation. People only use liner when they build new landfill or new pond. The special material called liner is not required to old ones. So the coal ash will leak into groundwater even drinking water.
  Secondly, the writer claims that consumers may stop buying the products made by coal ash, which is actually not dangerous at all. While the speaker views the issue from an opposite angle. According to her, people will not stop using recycled products. She gives an example of using another material which is likely to coal ash. It is successfully and savely recycled to produce things, and people are not afriad to buy the products.
  Finally, the writer states  thar new regulations will increase the cost of companies. By the contrast, in accordance with the lecturer, the writer 's claim does not hold water.
