Both texts deal with the problem about whether the government should create new, much stricter regulations for handling and storing coal ash.In the reading passage, the representatives of power companies clearly states that it is of no necessary for the US government to set up a new and stricter regulation.In the lecture, however, the woman refutes that the US government should create new regulations and casts doubt on the reading passage with several aspects. The first contradictory fact the woman reasons is that the regulations now are insufficient, because there are still many old ponds and landfill without using liner, however, in the reading passage, liner are merely required compulsively in every new pond or landfill in the present regulation, which may cause contamination to the surrounding enviornment. Furthermore, the woman argues that it's no need to worry about recycling of coal ash, because there are other things under strict rules for storing, however, the recycling of them do not get influenced.
